to the entrance off Stanley Boulevard, so why not let it be off Stanley Boulevard. If the entrance
is on Reflections Drive, there will more traffic creating a bigger chance for accidents. She is
really concerned about the children's safety. She was offended about how the Planning
Commission referred to her community as low-income housing.

Dave Buscheck, 87 Shore Drive, said he is employed as a consultant engineer and was
amazed that the Planning Commission approved this project. He asked if it were legal to have
an entrance to a commercial area through a residential area? He felt this project would create
safety hazards. He would like the entrance off of Stanley Boulevard.

Mr. Swift said there was no prohibition concerning the entrance to a commercial area
through a residential area.

Suzanne Hagerty, 3848 Promenade Way, also was offended by the statements made by
the Planning Commission. She felt there would not be enough room for the vehicles to turn left.
She would like the entrance off Stanley Boulevard. She also asked if the speed limit on Stanley
Boulevard from Valley Avenue could be posted 25 miles per hour.

Joseph Crisostomo, 3642 Refections Drive, said he was opposed to the entrance off
Reflections Drive. He felt his neighborhood was calm enough and there was no need for the
calming devices.

Sharon Mosher, 3891 Promenade Way, said she was impressed with the way the
developer has worked with the community. She would like the entrance off Stanley Boulevard.
She asked Council to consider the children's safety.

Mr. Davis, in rebuttal, asked Council to make a decision tonight and said he understood
the residents concerns.

There being no further public testimony, the public hearing was closed.

Ms. Ayala apologized for whatever the Planning Commission might have said. She
assured the residents the City was happy to have them in the community. She has rented a
storage unit facility for over fifteen years and found the units to be very quiet. It is set forth
in the General Plan not to have the entrance off Stanley Boulevard. She visited the site and felt
the traffic calming devices would be an attribute.

Ms. Dennis explained she had safety concerns about putting an entrance off Stanley
Boulevard because the traffic flow was much heavier than on Reflections Drive. If this property
were developed as residential, there would be far more traffic than there would be with this
project. She felt the intrusion would not be noticeable to the residents.

Pleasanton City Council 14 07/01/97
Minutes
