Mr. Pico was concerned how the fire trucks would be able to get around the circular
calming island.

Mr. Swift said it would be designed so fire trucks could get around it. There would also
be additional signage put up to notify drivers they were entering a residential area.

Vice-Mayor Pico opened the public hearing.

Dan Stuber, 3610 Reflections Drive, asked Council to look at the calming device very
closely. The CC&R's for this California Reflections community indicated the residents would
be able to control the streets. Then a change in the CC&R's was allowed to occur with the
Kaufman & Broad Board of Directors. The community was not involved in these changes. He
did not want to see the trees torn up to make room for this project. The parking plan proposed
was inadequate. The report was done in regards to the total operating hours, not when people
would be actually going in and out. The General Plan Land Use Element encourages the
preservation of neighborhoods from obtrusive land uses. This was being ignored. The
community would like to see the landscaping kept low for safety reasons. There was no need
for these storage units. The traffic issues had not been addressed. The people using the facility
would be coming and going during peak hours, thus forcing traffic out on Stanley Boulevard.
The project should have to match the existing community. He has talked to realtors who have
said the values of the homes might go down if this project were allowed. The residents felt the
traffic calming device is very confusing and will only cause stacking up of vehicles. The storage
units are not safe because it is unknown what is stored in them. The community would like to
see the entrance off Stanley Boulevard.

Derrick Dinelli, 3663 Reflections Drive, presented pictures of the neighborhood. The
report stated the entrance could be off Stanley Boulevard because of the Heritage trees. He
pointed to pictures of the trees which showed most of the trees dying. He did not believe
Heritage trees should come before people's safety. He quoted the General Plan, "A major
aspect of Pleasanton's neighborhood environment is the separation between residential and non-
residential". The City should look out for the community's best interest. The General Plan did
not call for left-in, left-out, right-in, fight-out, onto a major arterial, but he showed two pictures
that had such entrances. This project would be an eyesore. Many issues could be alleviated just
by putting the entrance off Stanley Boulevard.

Carol Dinelli, 3663 Reflections Drive, indicated that if Councilmembers had their homes
100 feet away from the entrance of such a project, they would not be happy either. How would
Council like to have its children, grandchildren, relatives, etc. put into an unsafe environment.
She felt this project created such an environment. If a community cannot give a place for the
children, to play then the children will stray to other areas.

Sheryl Kagan, 87 Shore Drive, reiterated the issues already brought up. She would like
to see the entrance off Stanley Boulevard. The community and the developer were in agreement

Pleasanton City Council 13 07/01/97
Minutes
