Ms. Dennis asked if a parking plan could be done. Perhaps additional signage could be
put up to discourage people from parking outside the designated areas.

Ms. Michelotti suggested a joint workshop be scheduled halfway through the design stage
to allow for discussion and comments.

Ms. Acosta said staff would schedule this.

Mr. Pico requested a definite plan, a permanent site be located, and an outline of a plan
on how it was going to work. Considerable information needed to be assembled before a
decision could be made by the community and the City.

Ms. Michelotti said this is a very good project. It will relieve congestion on the
Altamont Pass. She supperted the concept and would like to see if it is a viable solution.
Council can direct staff to start looking at alternatives and to address some of the concerns.
Council can look at the routing of the buses. She supperted going ahead with the interim plan.
She said the impact of the trains will be significantly different than what is expected. This is
a way to relieve some of the congestion and the big picture needed to be looked at.

It was moved by Ms. Dennis, seconded by Ms. Ayala, to direct staff to look at other
options for a permanent location; to require the entrance offPleasanton Avenue rather than
on West Angela; and to have a mitigation plan for parking.
The roll call vote was as followS:
AYES: Councilmembers Ayala, Dennis, Michelotti, and Vice Mayor Pico
NOES: None
ABSENT: Mayor Tarver
ABSTAIN: None

Ms. Ayala said she wanted this site to be temporary and would be pushing for an
alternative site. She will work with the agencies so the buses will not be routed through the
residential streets.

Ms. Michelotti said the ability to be dropped off and get to BART in a matter of minutes
needed to be considered when looking at other sites.

Mr. Pico was concerned about protecting the neighborhood and relieving the congestion
on the freeway at the expense of putting that congestion into a neighborhood that will be
adversely impacted. He said the action that was being taken tonight was not final. There will
be future meetings on this matter.

There was a break at 9:38 p.m.

The meeting reconvened at 9:45 p.m.

Pleasanton City Council 11 07/01/97
Minutes
