course. He said most of the what is listed in the document is being addressed in the specific
plan process. He urged Council to give direction to staff.

Mayor Tarver said Council directed staff to wait for the Golf Course Committee to be
further along in the process in order to evaluate the information.

Mr. Temple said two members of staff as of yet had not seen the report.

Ms. Acosta said the information had been forwarded to Wayne Rasmussen and he was
going to include it in the discussions that will be taking place. The intention was for Mr.
Rasmussen to go through the document first.

Mayor Tarver asked what did Mr. Rasmussen intended to do. Was it his intention to
make recommendations concerning the alternatives or to forward the document to the Golf
Course Committee for its consideration.

Mr. Swift said Mr. Rasmussen has gone over all the issues. All the land use proposals
will be included in the Environmental Impact Report, either as part of the draft Specific Plan
proposal or as an option/alternative. The Golf Course Committee will be closely involved in
the process and it will address all the issues brought up by Mr. Temple.

Jack Hovingh, 4250 Muirwood Drive, said while attending a Tri-Valley Transportation
Council meeting he was appalled at the amount of selfishness from all the city representatives.
He suggested in order to reach a solution to the transportation problems, all of those involved
will need to work together. He felt there is a problem to encumber funds from bonds and
Measure B because monies encumbered in the past have run out. He suggested abandoning the
west BART station and extending the BART line to Livermore. This would help reduce the
traffic on 1-580 and reduce the parking at the Dublin/Pleasanton BART station. He agreed there
would need to be fees to help fund this project. He objected to parcel taxes and increased sales
taxes. Generating funds should be tied to trip generation. He supported the gas tax as a way
of obtaining funds and that these should be collected state wide. He suggested a truck tax should
be collected for the damage done to the freeways by the big semitrucks. He supported the toll
road tax. He suggested making the toll amounts high as a way to force people into using BART.

Mr. Pico announced the next meeting of the Tri-Valley Transportation Council would be
Wednesday, June 18, 1997, 4:00 p.m. at the Pleasanton Library.

Mayor Tarver agreed there needed to be a Livermore BART station but the amount of
money to finish the west BART station is considerably less than the amount it would take to
build a Livermore BART station. In the meantime there needed to be an effective transportation
solution in the Valley.

Pleasanton City Council 6/17/97
Minutes 6
