He wanted to report on the first legislation that was being introduced by Congresswoman <br />Tauscher regarding the State Infrastructure Banks for Schools Act. <br /> <br /> Bill Aston, 4728 Amanda Place, said he has a concern regarding the traffic on Amanda <br />Place. In particular, the left hand turn to Mirador Drive from Bernal Avenue is blocked. In <br />the original plan, the left hand turn pocket was to be open. The residents on Mirador Court <br />showed up at a Council meeting and were quite concerned about this and the left hand turn was <br />blocked. He has noticed that the vehicles are using Amanda Place as a turn around and felt this <br />was an unfair burden on his street. He would like to address the issue of opening the left hand <br />turn pocket. <br /> <br /> Ms. Ayala asked if the increased traffic was from the school'?. <br /> <br /> Mr. Aston said it was from all kinds of traffic. <br /> <br /> Ms. Dennis said she had observed traffic using Amanda Place as a turn around. She <br />suggested posting signs and increasing enforcement to discourage motorists from making illegal <br />U-turns. <br /> <br /> Ms. Michelotti said the residents from Mirador Court were not the only residents who <br />had an issue. She said there were many concerns expressed by the surrounding neighborhood <br />areas and that the decision not to put in the left turn pocket was not a unaminous Council <br />decision. <br /> <br /> Ms. Acosta said staff would work with Mr. Aston to try to resolve his concerns. <br /> <br /> Ernest Jones, 1725 Rose Avenue, expressed concerns about the Fire Department not <br />being able to find his home on two occasions and also his meeting with Stewart Gary. <br /> <br /> Ms. Ayala asked if Mr. Jones would like a meeting with Stewart Gary and herself?. <br /> <br /> Mr. Jones said no. He met with a member of the fire department and showed him where <br />the fire plug was near his property. The next day the weeds and grass were cut around the fire <br />plug and he was told the City was going to mark the plug so it could be easily identified. He <br />told Council he was going to try to make his own fire hydrant and pump. <br /> <br /> Don Temple, 6409 Alisal, said that at the last Council meeting, Roger Smith presented <br />a proposed preannexation agreement for the residents of the Happy Valley/Alisal area. Attached <br />to the agreement were responses from over 80% of the residents. It was the intent that this <br />document would be reviewed by Council and for Council to direct staff how to proceed. The <br />purpose of this document was to show Council that the area residents have a strong consensus <br />in protecting the quality of life. The major concerns were traffic, water, sewer, and the ability <br />to keep animals.
