Mayor Tarver said he appreciated the President of the Homeowners Association when
he said he would reserve judgement until a process could be gone through to determine what the
alternatives are.

Ms. Michelotti asked how it would work if someone were to come in with an application
for a modification to residential? Would the staff report reflect other alternatives?

Mayor Tarver said Mr. Currin withdrew the appeal and the Council must wait for the
next step.

Item 6e

Item 4i. Freeway Agreement and Local Match for 1-580/1-680 Direct Connect Flyover
Pro_iect.

Ms. Dennis said she was concerned the language had not been changed for the freeway
agreement. She said there is a possibility the funding and the regional project will be
jeopardized. She would like something in the General Plan to alert future Councilmembers to
try and secure the retention for the interchange and continue to look for other alternatives.

Mayor Tarver agreed with Ms. Dennis. He said this was a great opportunity. He said
the other cities involved in the cooperative process should understand that the City cannot let
Caltrans not agree to the City protecting itself. The City will not give the go ahead until it gets
what it needs from Caltrans.

Ms. Acosta said Caitrans has taken the position that there is no need at this time for a
new freeway agreement. The question is, does the City continue to push the issue? No one
wants to see this leg of Stoneridge closed. The City was very successful in working with
Caltrans in getting Hopyard back.

Ms. Dennis asked if a General Plan amendment should be prepared so that issue is
always in front of Council.

Ms. Acosta said it was already there.

Mr. Pico said the letter from Harry Yahata, dated May 29, 1997, stated that when the
City needed help in the future, Caltrans would take appropriate action to help the City's cause.
He found this comforting.

Ms. Dennis felt uncomfortable giving up the issue.

Pleasanton City Council 6/17/97
Minutes 16
