Ms. Ayala asked if the other cities could be asked to sign a letter to Caltrans supporting Pleasanton once the local match agreement had been signed. It was moved by Ms. Michelotti, and seconded by his. Ayala, to contim Pleasanton's share of the remaining local match; authorize the City Manager to execute the attached Local Match Agreement; and direct staff to work with Caltrans and the Alameda County Transportation Authority to implement the 1-580/680 Flyover Project, but continue to seek opportunities with Caltrans to modify the Stoneridge Drive Freeway Agreement to retain access to 1-580. MATTERS INITIATED BY COUNCIL Mr. Pico wanted to address Mr. Lowell's issue as to the legal ads. He said the Independent does serve as a legal paper for the City of Livermore. His felt it was unreasonable to restrict the Independent from submitting a bid. Ms. Acosta said bids were due May 20, 1997. A recommendation will be brought to Council. In essence, however, because of the Indel~ndenfs schedule, it does not match the schedule for the City of Pleasanton. If Council is not satisfied with the recommendation or want to suggest that the change to the specifications should not have been made, then all bids can be rejected. Ms. Dennis said Mr. Lowell has a valid point as a matter of principle. She felt the issue was circulation and the people who subscribe to a daily versus a weekly.
