Mr. Currin said he believed the initial proposal was workable. But the political realities
of the situation make it impossible to predict how Council will vote.

Mayor Tarver asked him if he wanted Council to uphold the appeal?

Mr. Curfin said yes, but in the event if Council chooses to deny the appeal, then direct
staff to conduct proceedings to turn the building into a residence. The issue should have been
heard a year ago. Part of the delay was formulating a plan that would be acceptable to the
neighbors. He was looking for Council to support turning the adobe into a residence.

Ms. Michelotti understood that the City would have to go through a major modification
of the PUD in order to change what is currently on the property to whatever it may be. She
wanted to know if residential was the first choice of the neighbors.

Ms. Acosta said it was better for Council to discuss the appeal. If there were a desire
for a change to residential, it would come back on another agenda.

Mr. Curfin said he gave a notice of his intentions to all Homeowners Association. He
said the reaction has been favorable. He felt there would not be a difference of opinion on the
best choice for the property.

Mr. Pico said there are two things that could be done: proceed with the hearing; or the
applicant could withdraw the appeal.

Mr. Curfin felt the people that were here this evening should be able to voice their
opinion.

Mayor Tarver declared the public hearing open.

Denise Watkins, 8040 Golden Eagle Way, said she supported Mr. Curfin turning the
adobe back into a residence. She asked if there were a way to shortcut the process? She agreed
that the leading use is residence. She understood the desire for the residents to have access to
a semi-historical structure but maybe it could be worked out so the home could be opened up
for public access.

Mayor Tarver felt the process would move quickly and easy as long as all the parties
involved listen to each other.

Ms. Ayala suggested that staff explain the steps of the process.

Mr. Swift said the zoning regulations for this site specify the allowed use. In order to
change the zoning the law requires a public hearing be held by the Planning Commission who
makes a recommendation to the City Council.

Pleasanton City Council 6/17/97
Minutes 14
