Ms. Dennis said she is glad the Air Quality Control District is using the data but why
should the Hacienda Business Park pay for the equipment. She is not convinced, however, that
the station should be discontinued.

Mayor Tarver said in past years it was determined the Business Park would contribute
to solving the air quality problem. In order for Pleasanton to stay on top of this, an
Environmental Monitoring Committee was instituted and water, noise, and LOS standards were
also instituted. He felt that the Business Park was far enough along that he did not believe it
was a major contributor. He agreed with Ms. Dennis that the monitoring station not be
discontinued.

Ms. Michelotti said while she served on the Environmental Monitoring Committee, the
Committee would turn all the data over to the Air Quality Management Board. If this is not
being done, then there is legitimate cause to shut the station down. She said she would like
more discussion as to what data is being used.

Ms. Dennis asked staff if Pleasanton has regulations for fire places? Is that something
that needs to be monitored?

Mr. Swift said Pleasanton does not have any regulations concerning wood burning stoves
as yet. The Air Quality Control District has had it as an action item but has not chosen to act
on it yet.

Ms. Ayala asked if staff had any information on MTBE?

Mr. Swift said a specific analysis was done on the groundwater and no MTBE's showed
up. He said Zone 7 is doing the same thing.

Mayor Tarver declared the public hearing open.

James Paxton, 3825 Hopyard Road, Suite 119, representing the Hacienda Business Park,
said he concurred with the findings in the staff report. He spoke about the elements of the
programs that would be used or retained by other agencies. The monitoring station was gifted
to BAAQMD and it will retain it.

Ms. Michelotti asked if BAAQMD was going to use the station.

Mr. Paxton said yes.

Ms. Dennis asked what will happen to the other equipment?

Mr. Paxton said that was unknown at this time, but it could be made available to the City
if it wished.

Pleasanton City Council 6/17/97
Minutes 11
