Hacienda Owners Association
Application for a ma_ior modification to modify the conditions of approval tO allow the
elimination of the air. noise. and water o_ualit_v monitoring requirements for the HaCienda
Business Park. Zoning for the property is PUD (Planned Unit Development)- I-C/O
(Industrial-Commercial-Office} District.

Also consider the Negative Declaration prepared for the prOiect. (SR97: 183)
Brian Swift presented the staff report.

Mayor Tarver asked if there had been any findings related to the monitoring that has been
done on the site today.

Mr. Swift said there have been air quality violations noted. These particular violations
are primarily in connection to wood smoke during the winter season and not related to the
Hacienda Business Park. No significant water quality control violations were found. He said
one of the concerns is that wells may not be properly capped.

Mayor Tarvet asked what the Air Quality Control District had to say about the station?

Mr. Swift said the Air Quality Control District liked the data it gets from the monitoring
station.

Ms. Michelotti asked if the Air Quality Control District used the data from the
monitoring station or was it relying on other sources.

Mr. Swift said the data from the station is not reported but it is looked at.

Ms. Dennis commented the Bay Area Air Quality Management Board said the air quality
problems for Pleasanton were not coming from the Valley.

Mr. Swift said the primary air quality problem for Pleasanton was the ozone layer. The
ozone layer seems to get worse on hot summer days and during the late fall. The carbon
monoxide pollutants are associated with high areas of congestion and stagnate air. The Bay Area
has had dramatic improvement.

Mayor Tayor said Pleasanton is in serious jeopardy of losing its attainment status because
of exceeding the Federal air standards, because of the meteorological conditions that are in the
Valley. The information the meteorologists obtain from the monitoring station is used to
determine whether Pleasanton needs to declare a "Spare the Air Day" or other activity that will
help reduce pollutants.

Pleasanton City Council 6/17/97
Minutes 10
