It was moved by Ms. Michelotti, and seconded by Ms. Ayala, to adopt Resolution <br />No. 97-49, to approve the 1997 Weed Supplemental Abatement List and authorize the <br />appropriate staff members to proceed with the abatement on properties attached to the <br />resolution. <br />The roll call vQt¢ was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico and Mayor Tarver. <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6c <br />Third Oo.rter 1996-97 Financial Report and U_odate of City's General Financial Policies. <br />(SR97: 176) <br /> <br /> Susan Rossi presented the staff report. <br /> <br /> Ms. Ayala asked for staff to explain how the school bond indebtedness affects the City. <br /> <br /> Ms. Rossi said the rating agencies look at the overall indebtedness of all property in the <br />City, including City and school bonds, to determine the rating for financing. <br /> <br /> Mayor Tarver had several changes he wanted to make to the policy: 1) leave in the <br />wording "the City will annually, by an objective and analytical process, estimate revenues for <br />the next three years and incorporate the next years' estimate into the budget document"; <br />2) eliminate the words "consistent with State law", in the wording "the City will recover the <br />costs of new facilities and infrastructure necessitated by development, consistent with State law"; <br />3) move the statement "the City will periodically update replacement and maintenance financing <br />plans, and incorporate them in the Budget" to Section D - Reserve Policies. <br /> <br /> Ms. Rossi said there policies were recommendations by the General Plan Subcommittee <br />and are in the General Plan. There really had never been any specific direction given from <br />Council on how to proceed. The Committee tried to keep the costs down, wanted to point out <br />to Council restrictions, and tried not to be redundant. <br /> <br /> Ms. Ayala asked if things could be changed that were listed in the General Plan? <br /> <br /> Ms. Acosta said a list could be compiled of the issues and at the time the General Plan <br />comes back for revisions the issues could be brought forward. <br /> <br /> Mayor Tarvet asked if all the City's financial policies were in the General Plan? <br /> Ms. Acosta said this document was being changed to include all policies. <br /> <br />Pleasanton City Council 06/03/97 <br />Minutes 8 <br /> <br /> <br />
