Ms. Michelotfi said the Economic sub-committee went out of its way to try to incorporate
what was existing and then reviewed everything.

Mayor Tarver said as a member of the City Council it was his job to review the
comments that were made by committees and policy recommendations in terms of what would
be a better statement. He said he understood the City is compelled to follow State law, but that
did not mean the City cannot fight to change the State law.

Ms. Michelotti asked if he would like to look at what was adopted in the General Plan.

Mayor Tarver said he was not trying to change the General Plan.

Ms. Dennis agreed the policies should be looked at again so there would be no confusion
or conflict. There are different standards set forth for setting fees and the City of Pleasanton
does more than other cities. She agreed with the Mayor on the State law issue.

Ms. Michelotti asked if the issue was written in the General Plan, that perhaps the
General Plan should be looked at again.

Ms. Rossi said it was.

Ms. Dennis said she would like to look at the General Plan again.

Mayor Tarver said there are over $2 million in adjustments in the third quarter. He did
not feel Council should allocate money until after public review of the CIP.

Ms. Acosta said the CIP budget shows recommendations for different projects. After the
public hearing Council may chose to allocate the money differently.

Mayor Tarver said he did not want to create a perception that there was unallocated
money available.

Ms. Michelotti felt it was important to establish a list. There is a number of projects that
are unfunded or partially funded. The CIP process is to establish how these projects might get
completed.

Ms. Ayala agreed with the Mayor on some of the points he brought up, even though she
had not been involved in the financial part of the General Plan process.

Mayor Tarver did not want to change the work that has been done. But he might want
to direct staff to consider some revisions that had been discussed.

Mayor Tarver asked for public testimony.

Pleasanton City Council 06/03/97
Minutes 9
