Ms. Dennis asked staff if the language could be found in the minutes.

Mr. Swift said it could be brought back for clarification. The existing policy says "on
the City and its residents". There are mixed feelings from all members who served on the
committees whether this policy reflects their intent. It would be best to bring this back as an
agenda item.

Ms. Acosta said another alternative would be for staff to bring to Council a "Scope of
Work" for a fiscal impact study.

Ms. Dennis said her impression from talking to Mr. Erickson was that the committee was
looking for a housing price market analysis.

Ms. Acosta said that could be covered in the "Scope of Work".

Mr. Erickson believed the Economic subcommittee recommendation in the General Plan
did not talk about the residents.

6. PUBLIC HEARINGS AND OTHER MATTERS

-- Item 6a
AP-97-03/PUD-85-15-3M. Currin Construction/Golden Eagle Farm
Appeal of the Zoning Administrator's approval of a PUD modification to eliminate the
private pedestrian trail system amenity from the open space area of the Golden Eagle Farm
- Phase 2 (west side of Foothill Road) subdivision. (SR97: 169)

Brian Swift presented the staff report.

Mayor Tarver said he appealed this item because he felt the trail's elimination was
inappropriate. He wants to see public trails. He would like Council to take an action that would
take the money and put it into a public amenity.

Mayor Tarver declared the public hearing open.

Denise Watldns, 8040 Golden Eagle Way, representing the Golden Eagle Landscape
Committee said it had many concerns about the trails. She asked why, if the trail were a private
trail system, should the $30,000 go from a private amenity to a public amenity? She said the
community was in the process of drafting a survey to the homeowners as to what they would like
to use the money for. Her objection to the trails is that it would ruin the native habitat and
create continuous problems with erosion. Another concern is with the mountain bikers using
the trails and creating safety hazards. There were also concerns about security, privacy,
liability, and fire. She urged Council to approve the removal of the amenity.

Pleasanton City Council 06/03/97
Minutes 5
