MEETINQ OPEN TO THE PUBLIC <br /> <br /> Roger Smith, 6344 Alisal Street, presented the results of a survey regarding a proposed <br /> preannexation policy for the Happy Valley area. He said the proposed policy was prepared by <br /> a few concerned residents of the Happy Valley area and then mailed to everyone who lived <br /> around the loop. A neighborhood meeting was held March 15, 1997 at Faith Chapel to present <br /> the proposal and answer questions. Each family was asked to vote by signing the policy and to <br /> make comments. Of the responses, 77% support the proposed policy. The main concerns were <br /> about traffic, and the importance of completing the bypass road prior to construction of the golf <br /> course. Some other concerns about annexing to the City were water and sewer hookups, <br /> keeping animals, housing density, and whether the City would keep its promises if the residents <br /> agreed to annex. Residents of Happy Valley were pleased to continue working with the <br /> committee and to participate in the development of a Specific Plan. This proposal and survey <br /> results are being submitted in order to facilitate the input of local residents for the important city <br /> procedures. <br /> <br /> Mayor Tarver asked for staff to give the survey and proposal to the Golf Course <br /> Committee members at its next meeting. <br /> <br /> Stan Erickson, 3684 Chillingham Court, asked Council to restore an omitted <br /> recommendation from the General Plan that the City require an Economic Impact Report be <br /> generated for any significant housing development. <br /> <br /> Ms. Ayala asked if he wanted the wording in the Economic policy section of the General <br /> Plan changed. <br /> <br /> Mr. Erickson said the wording in the General Plan only talks about the fiscal impact on <br /> the City.
