Mayor Tarver said it was up to Council to decide whether the priority list and dates were
realistic. He would like staff to include on the list the primary department responsible for each
project and if an outside contractor is hired.

Ms. Acosta said this information was available.

Ms. Ayaia asked if the correct date for the water rights was June 30, 1997.

Mr. Roush said one of the issues with the water rights is that the target has been moving.
The focus has changed to include the "Clean Water Revival Project", LAVWMA, the San
Francisco property, as well as contract negotiations with Zone 7. Outside Counsel has been
retained to advise as to what the City's rights are. There should be something by the end of
June.

Ms. Dennis said water is an asset and felt the water rights needed to be determined
because over the years it will be very important for future negotiations.

Ms. Michelotti said she brought the issue up because she wanted Council to understand
what it was going forward with and then reaffirm it. She asked staff about the Remen Tract
time line.

Ms. Acosta said staff would work on the highest priorities first. For example, if
Engineering has to spend time between San Francisco, LAVWMA, the Golf Course, the
Vineyard Avenue Corridor Specific Plan and the Remen Tract, they would all be done before
the Remen Tract.

Mayor Tarver reiterated again that Council needs to decide about the dates. If Council
wanted a project moved up then it needed to direct staff to do so.

Ms. Acosta said hiring consultants provided a considerable amount of assistance but
projects still need staff involvement.

Ms. Michelotti asked if the Remen Tract project was a new priority.

Mr. Bocian said it was a new priority that would be incorporated into the list. The
project's time line is dependent upon the resident's support.

Ms. Dennis said she had been saving the reports regarding the Happy Valley project and
felt these would be helpful for the Remen Tract residents. She felt both had some of the same
issues and it would save time.

Mayor Tarver agreed.

Pleasanton City Council 06/03/97
Minutes 12
