Mayor Tarver asked for public testimony.

There was none.

It was moved by Mr. Pico, and seconded by Ms. Michelotti, to adopt Resolution No.
97-58, adopting the "Concepts for the Development of the Happy Valley Municipal Public
Golf Course".
The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelot~, Pico and Mayor Tarver.
NOES: None
ABSENT: None
ABSTAIN: None

Item 6e
Approval of Timeline for City Council "Hi_ahest Priority" Pro_iects for 1997/97. (SR97: 174)

Steven Bocian presented the staff report.

Mayor Tarvet said he would like to review the process of how items get added to the list.
He appreciates staffs optimism in getting the projects done but he did not want to raise people's
expectations by some of the estimated completion dates. He would like Council to take a hard
look at the things that would get in the way between point A and point B. He suggested having
an update once a month from staff on each project's progress.

Ms. Michelotti said she would like to hear from the other Council members on the
determination of the City's water rights. She had only listed the Zone 7 agreement as a highest
priority.

Mayor Tarver said he would like Council to address whether it wanted to change the
process it went through to determine the priorities. In regards to the water rights, it is essential
to know what the City's rights are as a basis for other issues. It ended up in the highest
priorities because it is fairly important to figure out what the City's rights are because the Zone
7 agreement should be done by January 1998.

Ms. Michelotti said she agreed with the Mayor. She felt the City' s water fights issue had
not been clarified. Would it be completed by the time line date? She said more and more
projects are being added to the list.

Mr. Pico understood an outside consultant had been hired to complete the project and it
would be accomplished by June 1997. He felt the water rights should remain a highest priority.

Pleasanton City Council 06/03/97
Minutes 11
