and when the City came out to inspect the roof, he was told it could not be inspected by the City
because he lived within the County. His inspection fee was never reimbursed.

Ed Johnson, 327 Linden Way, said he was opposed to the annexation. He wants the
parcels to stay the same density. He feels people that own a third acre or less should be able
to build on the lots. With Mr. Hempy's proposal only one-half acres would be allowed to be
developed.

Mayor Tarvet said Council has been trying to work with the owners of the parcels to
determine what would be acceptable. Lots of record would not be excluded from developing.

Mr. Johnson said some good honest across the table discussions would help ease the
neighbors concerns.

Ms. Ayala asked if he would be willing to do this?

Mr. Johnson said yes.

Loft Johnson, 3545 Vine Street, said she loved the Remen Tract neighborhood. There
is a close unity in the area and she does not want to see this change.

Chris Johnson, 3545 Vine Street, said there were two issues: sewer/water connection and
annexation and he felt it needed to be clarified and separated. He said the neighborhood was
not opposed to letting new people into the neighborhood but masses of people would spoil the
setting. He felt the required improvements would promote higher density housing. He said the
neighborhood was not allowed to vote on the General Plan, while being surrounded by the City.
If annexation means compromising the life style in Remen Tract, he would rather stay within
the County. He did not feel the annexation issue could be resolved tonight and the best solution
would be to create a committee.

Mayor Tarvet asked if the City received any tax sharing from the County and what
services were provided?

Mr. Bocian said fire protection was the only services provided.

Tom Dillard, 452 Linden Way, said he was opposed to the annexation due to unknown
factors, but he said he would be willing to serve on a committee to discuss the issues.

Karla Georgis, 366 Virginia Way, said she wants to hook up to the City sewer and
supported the applicants. She wants to keep the rural environment.

Pleasanton City Council 05/20/97
Minutes 9
