Gay Votaiu, 12752 Platti Road, said the issues were being bounced back and forth <br /> between the County and the City. He owns a one-third acre and does not want the zoning <br /> changed to one-half acre. <br /> <br /> Ms. Ayala asked if he would be willing to talk about annexing. <br /> <br /> Mr. Votaiu said he would be willing to annex. <br /> <br /> Chad Nielson, 3644 Vine Street, said he likes living in the Remen Tract area and would <br /> like it to stay the way it is. <br /> <br /> Mr. Faber said there was nothing written in stone and he would be willing to sit down <br /> with the neighbors to work something out. He asked Council to let the parcels be hooked up <br /> to City sewer and to create a committee for discussions. <br /> <br /> There was no further public testimony. <br /> <br /> Ms. Michelotti felt these people who lived in the heart of the City should have access to <br /> City services. The life style could remain the same, yet be a part of the City. She felt there <br /> was a way it could be done and hoped it could be achieved. She said it does not make sense to <br /> put in septic tanks in the middle of Pleasanton. She supports the applicants' request to hook up <br /> to the sewer, however she wanted an understanding that when a preannexation agreement is <br /> signed, it would be the full intention of the City to annex the property. She said the City tries <br /> not to give services to properties, because then the leverage is gone for annexation. She would <br /> like to see a lowering of the density in the General Plan for this area <br /> <br /> Mayor Tarver said he believes there needs to be a preannexation agreement that lists all <br /> the conditions upon which the properties would annex to the City. He cannot support providing <br /> services to these parcels without a preannexation agreement in place. <br /> <br /> Ms. Ayala asked if all the involved property owners could not reach an agreement for <br /> annexation, could just two parcels be annexed? <br /> <br /> Mayor Tarver said yes. <br /> <br /> Ms. Dennis felt annexation was an important part of the process and would like to move <br /> forward. She did not want to annex one piece of property at a time. She wanted to work with <br /> the neighbors so as not to lose the momentum for the annexation. <br /> <br /> Ms. Ayala supported the annexation of the whole area. The time is right, but it will take <br /> some time. She would like to see the sewers go in with the understanding that those parcels will <br /> annex.
