Chris Schlies, 699 Peters Avenue, thought the issue had been answered in December <br />1996. He understood the cost of living would be backed out and a figure set. He was surprised <br />to see a staff report that did not do this. <br /> <br /> There was no further public testimony. <br /> <br /> Ms. Ayala asked what implications the 1992 figure would have on the tenants. <br /> <br /> Mr. Roush said if Mr. Wagner felt he was not getting a fair return on his investment, <br />he would have to look at his net operating income minus expenses. He asked staff if the General Plan has any <br />arrangements for handling shorter term requirements and needs. <br /> <br /> Mr. Swift commented the Municipal Code only defines trailers and trailer parks.
