With respect to the <br />General Plan issue, it speal~s quite extensively in regards to mobilehomes, but it does not include <br />in any of its policies about housing for a limited stay. There are no particular provisions for a <br />recreational vehicle camp ground or more limited stay RV facilities. <br /> <br /> Mr. Pico said while traveling around the western states he noticed there appears to be <br />a significant change to trailer parks in regards to recreational vehicles. He said the older smaller <br />parks are accommodating the homes for people that otherwise might not be able to have homes. <br />His concern is the definition in regards to requiring people to stay for a minimum of nine <br />months, when it does not match some people's life style. He would like to see more flexibility <br />in allowing people who need temporary housing to stay in these parks. <br /> <br /> Mr. Swift said staff could look at this through the PUD process. Here, however, the <br />preexisting use is a mobilehome park and if the state definition is used, it requires a minimum <br />stay of nine months. The definition could be modified. To do this would require a zoning <br />modification, then a General Plan change. <br /> <br /> Ms. Michelotti asked if this appeal would address the number of spaces, not the use. <br /> <br /> Mr. Roush said it would be possible. If there were RV's located in this park for more <br />than nine months they would fall under the definition as being a mobilehome. To allow RV's <br />to be there less than nine months would take affirmative steps on the Citys part to allow them <br />to be there. <br /> <br /> Ms. Michelotti said currently the legal use is designated as a mobilehome park. If the <br />trailers were permanent then they would be in conformance with the zoning code. If the owner <br />wanted to change this to a limited time facility, then a land use redesignation would have to be <br />made. <br /> <br /> Ms. Dennis said the redesignation was never a question. The question was which spaces <br />the ordinance applied to. Therefore, can there be spaces in the park that the rent control <br />ordinance does not apply to because the trailers are moved out in less than nine months. Mr. <br />Wagner could do this if he wanted to apply for something other than a mobilehome park. <br /> <br /> Mayor Tarver declared the public hearing open. <br /> <br /> Patrick Knapp, 4120 Stanley Blvd, said he was here on behalf of several of his <br />neighbors. He said he was shocked at the comments considering that less than a 100 square foot <br />vehicle could be considered affordable housing. These people are not permanent residents. <br />There is a considerable amount of traffic caused by moving RV' s in and out of the park. These <br />people do not contribute to the quality of life for Pleasanton. He said another space need not <br />be approved, when there were nine vacant spaces and sixteen transient RV vehicles.
