Ms. Dennis asked about the time to return with the resolution to begin the annexation <br />process? <br /> <br /> Mr. Lum said the first step is to work with the residents to create an overall plan. After <br />issues are worked out, then the normal process could be followed. <br /> <br /> Mayor Tarver reiterated what he had said previously about getting a preannexation <br />agreement that adds the condition they will pay their pro rata share of the improvements. He <br />said he understood the applicants want to hook up to city sewer now and not wait until the <br />annexation process is completed. <br /> <br /> Mr. Roush said there would not be a problem with drafting a preannexation agreement <br />for providing the services now, assuming that LAFCO would also agree with the reasons for <br />extending these services. He stated the language could be added regarding the infrastructure <br />costs. <br /> <br /> Ms. Michelotti clarified that the applicants were providing the infrastructure for the City <br />and didn't expect to get repaid. The pro rata share would act as a credit and if the amount were <br />less, the monies would be spread out equally over the development. She felt the City should <br />take this opportunity. <br /> <br /> Ms. Dennis said she wanted an annexation effort in progress before the application would <br />be granted. <br /> <br /> Mr. Roush said there would be a time factor due to Council's schedule. There needs to <br />be direction from Council on how staff should proceed. <br /> <br /> Mayor Tarver said he understood if the whole annexation failed, then the two parcels <br />connecting to sewer would be annexed alone. Ultimately, no matter how long will this process <br />take, one way or another the parcels will be annexed to the City. <br /> <br /> Ms. Michelotti said she just wanted everyone to understand that when a preannexation <br />agreement is signed, ultimately the parcels would be annexed to the City. <br /> <br /> Mr. Roush said what he heard from the applicants was that they would choose not to <br />proceed separately because of the commitment made to the rest of the owners. He said the <br />language could be written in such a way, however, that they would agree to be annexed, even <br />if the larger annexation did not occur. <br /> <br /> Mr. Faber said the area is zoned for medium density. He said the pro rata share of the <br />annexation needs to be fair.
