store versus the stores located in Fremont, Oakland and Milpitas. Pleasanton is a wonderful city
that would not allow an eyesore to be built. A store is needed, where parents can send their
children to get milk or bread.

Pare Schrader, 3673 Touriga Drive, commented the Piedmont store was across from a
police station and it closed at midnight. She said she would welcome a business at the proposed
site, but not a convenience store. She felt convenience stores welcomed danger. She visited the
Mission Bonfare and found the floors very dirty, the food shelves were poo~y stocked, the
vegetables were in poor condition, the liquor shelves were in the front and fully stocked, boxes
full of liquor were stacked in the aisles, and the soda machine was not working. It was not a
well maintained store. She did not support the Bonfare Market.

John Rae, 3461 Norton Way,//3, supported the proposed Bonfare Market. He had
visited the Piedmont store and found it fully stocked. He did not like having to drive thirty
minutes to a store for something late at night.

Susan Campbell, 7026 Koll Center Parkway, said she was a business owner adjacent to
the proposed project. She had concerns that the Bonfare Market would be a discount liquor
store. She did not want her children exposed to the atmosphere that surrounds a late night
convenience or liquor store. Specifically her concerns were: sale of liquor; late night hours;
increased crime and loitering; increased trash; window advertising of liquor and tobacco
products. She asked Council to reject the conditional use application for the Bonfare Market.
She said she would welcome an upstate delicatessen. If Council does not see fit to reject the
permit she asked it to place the following restrictions on the Bonfare Market: limit the store
hours to 6 a.m. to 8 p.m.; require all trash to be enclosed in a covered area at the rear of the
store; in accordance with the stores pending liquor store license, limit the sale to beer and wine
only; and require a Council review before any changes can be made; limit the amount of shelf
space containing liquor and tobacco products to less than ten percent of the stores total shelf
space; prohibit any externally visible advertising for liquor or lottery products; prohibit the
installation of video or arcade games at this location; prohibit the sale of pomographic or adult
reading material; and, no advertising of tobacco in accordance with the proposed Assembly Bill
752. She said if the City Council approved these conditions the ABC has stated that it will be
more than willing to amend the application to include any or all the conditions that pertain to
its jurisdiction.

John Willy, 634 Palomino Drive, President of the Palomino Homeowners Association
said the Association had some concerns with the midnight closure. The Association was opposed
to the late night hours, and the potential invitation for graffiti, litter, and alcohol consumption
on the premises.

Gary Schwaegerle, 189 W. Angela Street, presented a petition opposing the Bonfare
Market.

Pleasanton City Council 5/06/97
Minutes 9
