Donald Capland, President of Bonfare Markets, said he was willing to work with the <br />residents of the neighborhood and staff. He has been president of Bonfare Markets for over <br />twenty years. The stores were not liquor stores or typical convenience stores. The stores give <br />an opportunity for family owned businesses. He felt this store would fill a need for the <br />neighborhood. He did not believe the store would draw trouble. <br /> <br /> Ms. Dennis asked if the store could be operated without the sale of liquor? <br /> <br /> Mr. Capland said 30 % of the sales were liquor. He felt a store could not survive without <br />the sale of liquor. <br /> <br /> Ms. Ayala asked if the signage could be reduced on the windows? <br /> <br /> Mr. Capland said the signage advertises what was for sale in the store. If no advertising <br />were allowed, it would handicap the franchise. <br /> <br /> Mr. Pico said box #10 on the application for the transfer of the liquor license asks "have <br />you ever violated any provisions of the Acholic Beverage Control Act or regulations of the <br />government pertaining to the act" it was checked yes. He asked Mr. Capland to explain the <br />violations. <br /> <br /> Mr. Capland said it was not an application for a particular site. This was an application <br />required by the ABC. If there is common stock transfer over a certain amount this application <br />has to be filled out. The reason box #10 was checked pertains to the operation of 25 stores, <br />over a five year period, and that approximately five violations occurred. Mr. Capland said the <br />stores do everything possible to prevent violations. <br /> <br /> Mr. Pico asked how were the franchises supervised? <br /> <br /> Mr. Capland said franchisees are given training concerning the sale of alcoholism <br />beverages. The consequences of selling alcohol to minors are explained. He did not feel a <br />franchisee would take the risk. <br /> <br /> Mayor Tarver declared the public hearing open. <br /> <br /> Frank Belecky, 902 Madeira Drive, disagreed with Mr. Capland. He said he visited four <br />sites and found no fresh vegetables and low inventory. He said there were four grocery or <br />convenience stores within a mile of the proposed site. He did not believe it was needed in the <br />neighborhood. <br /> <br /> Midge Callahan, 656 Palomino Drive, said she shopped at a Bonfare Market in <br />Piedmont. She felt the market was an asset to the community.
