Mr. Lum stated the bike path has been part of the General Plan Trails Plan as a major
part of the trails network. There was in place an agreement with Zone 7 for the location of the
anticipated trails and for sharing the use of the Arroyo for these purposes. Recently, grant
money has been obtained to fund this project. During the design process the residents would
be notified.

Mayor Tarver said as part of the Design Review process, the public would be notified.
He felt the issue here was whether or not to have a bike path by the Arroyo.

Mr. Lum said staff would notify residents adjacent to the Arroyo and hold neighborhood
meetings.

Bruce Springer, 2047 Valley Oak Road, representing a group called "No on Renaissance
Pleasure Faire", said there were concerns with the proposed Renaissance Pleasure Faire. The
community is rural and the roads could not support the traffic created by the Faire, and it would
burden the local law enforcement agencies. The Faire has not had a good reputation in other
areas. The "No on Renaissance Pleasure Faire" committee suggested the City annex the
property and make the property a Green Belt in association with the City of San Francisco
Housing efforts. The committee also requested the City to establish a public hearing for
discussion on the Faire.

Mayor Tarver mentioned the EIR process was almost complete. He has spoken with
Supervisor Steele about the issues. He invited Ms. Steele to come to Pleasanton to discuss the
concerns. He will work with Ms. Steele and the community to set up a meeting.

Earl Riggs, 8519 Lupine Court, said he had concerns about the Renaissance Pleasure
Faire. He did not feel adequate emergency services could be provided for this event. He would
like to see the City involved because of major concerns relating to public safety and traffic.

6.
