Ms. Michelotti said she disagreed about the fact that the crisis was not now. She said
it has to be solved now and the State and Federal levels needed to be involved.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarver.
NOES: None
ABSENT: None
ABSTAIN: None

Item 6d
Resolution Makin~ A_npHcation to LAFC0 for AnnexatiOn NO, 142 (Trenery DriVe/M.a.~in
Avenue. 37.64 ACreS) (SR97: 138)

Mr. Lure presented the staff report.

Mayor Tarvet declared the public hearing open.

Mayor Tarvet said he had one protest letter from A1 Lehman.

Shirley Lauer, 2221 Martin Avenue, commented that Mr. Lister was not opposed to the
annexation. She said 36 years ago she began the task of keeping the area a low density-high
quality area. She went through the General Plan criteria listed in the staff report and said the
area more than satisfied all the conditions for annexation at this time. She said existing police
services were being provided by the County Sheriff which at one time took over an hour to
respond to a call. She said she would like to be able to vote on City issues that affect the area.
This area was definitely a part of the City and it seemed logical to annex. In 1969, the first
General Plan was adopted. In spite of the requests to keep the area low density the entire area
east of the railroad track and north of Mohr was designated medium density. A great deal of
effort was spent to get this zoning designation changed to low density. This change has
enhanced the quality of the area. The property owners in this area are generally concerned with
proper development. The proposal is ultimate division into six equal parcels with only a single
house to be built at this time. Annexation was just a beginning. It would allow property owners
to bring individual PUD's to be scrutinized. She was in full agreement with the staff report and
hoped Council would allow the annexation to proceed.

A1 Wiemken, PO Box 969, said Mr. Lister was originally against the annexation but now
has changed his mind.

There being no further public testimony, the public hearing was closed.

It was moved by Ms. Ayala, seconded by Ms. Michelotti, to adopt Resolution No.
97-43 to make application to LAFCo for annexation of 37.64 acres to the City of

Pleasanton City Council 5/06/97
Minutes 21
