Ms. Dennis said that was why she had concern about spending Pleasanton's money when <br />San Ramon was not contributing. <br /> <br /> Ms. Ayala said she would like to reach a consensus and then tell TVTC that Pleasanton <br />is looking for an equitable plan for all cities and counties. With San Ramon's refusal it is <br />jeopardizing the entire plan. She supported the toll road solution. She felt this would be the <br />fastest way to get Highway 84 built. She did not want to compromise the businesses in <br />Pleasanton. She does not support the proposed fee as it stands. <br /> <br /> Mr. Pico said it is no surprise to be at this point. An agreement was reached on <br />LAVWMA through cooperation and a crisis. There is a pipeline that is falling, and DSRSD <br />does not have capacity to serve its growth projections and the needs for the City of Dublin. This <br />forced action. He said at this point in time from a transportation/traffic standpoint, there is not <br />a big enough crisis to force this action politically. It is going to take the 1-580/1-680 interchange <br />to come to a screeching halt for three to four hours every morning and evening before the folks <br />in San Ramon realize the people cannot reach Bishop Ranch before this interchange is fixed. <br />No matter how many houses are built in the San loaquin Valley, the people will not be able to <br />get to work unless the freeways are fixed. He agreed that there has to be equity and it has to <br />be fair. He said the State and Federal levels were not going to help; the money needs to be <br />raised locally. The cost of inaction will be higher than the proposed fee. He said economic <br />development would become stifled. New development will not be able to comply with the traffic <br />mitigation requirements. He feels when the crisis is reached then people will say okay lets work <br />out a solution. He hoped it would not take that long. He proposed a number of years ago that <br />there should be a way to do something equitable. He proposed adopting a fee on parking <br />spaces, garages, something that is different, something that does not rely on existing <br />development agreements, exemptions and credits. He said the proposed approach was not going <br />to work. He said the challenge was to look for a subregional basis that makes sense and is fair. <br />He wants to spend effort and money on something that was going to work. <br /> <br /> Mayor Tarver said the old approach is not working because the people are not making <br />the decisions to do it. He did not agree with the out of the box thinking that did not come up <br />with an equitable solution. He said he liked the gas tax approach. Cars use gasoline and drive <br />on the roads. This is a direct connection. <br /> <br /> Ms. Michelotti said the gas tax would need to be done at all levels in all jurisdictions. <br /> <br /> Mr. Pico said if we walt for a gas tax increase, there will be a bigger problem. It needed <br />to be solved locally. <br /> <br /> It was moved by Ms. Ayala, and seconded by Ms. Michelotti, to adopt Resolution <br />No. 97-42, appropriating $3000 from the General Fund as Pleasanton's pro rata share for <br />final implementation work and to refer all Councils comments back TVTC comments. <br /> <br />Pleasanton City Council 5/06/97 <br />Minutes 20 <br /> <br /> <br />
