of these transportation problems. It has been adequately pointed out that the problem exists <br /> today, but the problem will be increased by future development. She believed it would take <br /> much more than the locals trying to solve this problem. The funds would not be generated <br /> quickly enough. She said she was impressed with Ellen Tauscher's efforts. At a recent summit <br /> meeting, she saw a list of problems and proposed solutions, such as gas taxes, sales taxes and <br /> other solutions at all levels. She said there needs to be pressure at all levels to try all avenues <br /> of approach. She said she was open to private and public parmering. Anything that would <br /> generate substantial funds to be used for transportation problems that need to be solved now. <br /> <br /> Mayor Tarver said the problem was not getting fixed. There needs to be a <br /> comprehensive solution that is user based. He said people who use the roadways do not want <br /> to pay to use them. The people want TVTC and City Council to solve the problem, but these <br /> same people vote no on gas taxes, sales taxes and other solutions. He said the problem had <br /> existed for years because assessments were not levied to pay for the future improvements. <br /> <br /> Ms. Dennis agreed the proposed fee was not the best solution and would not be her first <br /> choice. Council has identified all the projects that need to be done. More consideration needs <br /> to be given to equity issues for jurisdictions. Perhaps TVTC should establish ground rules for <br /> lobbying, for user fees, and if funds become available from user fees then the TVTC fee could <br /> be reduced proportionally. She said that Pleasanton needs growth, but there is a responsibility <br /> to identify the costs of accommodating the growth. Council has identified the costs and the news <br /> is not good. She said Pleasanton can only solve its own problems. She has no objections to <br /> existing businesses helping to lower the costs or asking the community if it wants to help. She <br /> was also concerned about the issue of truck traffic. <br /> <br /> Ms. Michelotti asked Ms. Dennis to clarify existing business and new business as far as <br /> the fee goes. <br /> <br /> Ms. Dennis said a number of good suggestions had been made. One of the suggestions <br /> was it was not fair to put the whole fee on new businesses. Existing businesses and residents <br /> should also make contributions. She would like to see a formula with specific goals for those <br /> categories and thresholds at which these fees could be reduced for new development if monies <br /> were raised through user fees. <br /> <br /> Ms. Michelotti said Council never discussed the idea that any future mitigation fees that <br /> are collected could in some way be used to give credit to the NPID in order to try to level the <br /> playing field. She would like to see if anyone had any comment on this. <br /> <br /> Ms. Dennis said she felt NPID should receive credit.
