She lives in a family oriented neighborhood and she did not <br />support the sale of alcohol and tobacco. <br /> <br /> In rebuttal, Mr. Capland said he was sorry about the shooting at the Castro Valley store. <br />But if someone was shot at a bank, would the neighborhood refuse to have a bank in that <br />neighborhood? Things happen. He said the store would sell what the neighborhood wanted, <br />whether it be liquor, fruit, deli items or other items. He said he would not do anything to <br />detract from the neighborhood. <br /> <br /> There being no further testimony, the public hearing was closed. <br /> <br /> Ms. Ayala said she had visited the Piedmont store, had a sandwich, and talked to people <br />across the street at the Police Station. She felt the store would supply what the neighborhood <br />wanted. She said Pleasanton's Police Department deemed it not to be a problem and would not <br />allow problems to happen. She agreed with the hours set by the Planning Commission. She <br />hoped the franchise owner was local and would meet with the neighbors in opposition to create <br />a list of things they would be willing to buy from the store. She hoped the store would eliminate <br />graffiti because with an empty building it invited graffiti. She would like to see the trash located <br />at the rear of the store. She liked the awning addition to the Piedmont store. She felt it gave <br />the store a more deli establishment effect. She said she would support the project as <br />recommended by staff and would be vote to deny the appeal. <br /> <br /> Ms. Michelotti said the appeal was that the applicant wanted to extend the hours longer <br />than what Planning Commission allowed. It was approved at the Planning Commission level <br />4-1, but it was before Council as an appeal to the hours of operation. She visited the Piedmont <br />store and found it to be in good order, well stocked and definitely more grocery than liquor <br />store. She said all neighborhoods, franchisees and stores would be different. She spoke with <br />someone from the neighborhood who happens to be interested in this franchise. It would be a <br />benefit to have someone from the area. She felt there is a need in the area. The more uses the <br />City can get in this shopping center, the better. The lack of not having a business there is <br />problematic. She hoped Bonfare would go out of its way to make this the very best store and <br />attract the very best franchisee for this area. She said she would support the project but not with <br />extending the hours. <br /> <br /> Mr. Pico said he heard Mr. Capland say he would give the neighborhood what they want. <br />He said the neighborhood is saying it did not want a liquor store, a store that would be open past <br />10 p.m. and a store that advertises the sale of tobacco and liquor. He said he would support the <br />application if the hours of operation were limited to 10 p.m., restricted the sale of liquor to beer <br />and wine only, and that the store could not advertise the sale of tobacco and liquor. <br /> <br /> Ms. Dennis felt without the restrictions on beer and wine the neighborhood would do an <br />economic boycott.
