park and conceptual design of the park and the Housing Commission recommended approval of
the affordable housing package.

Mr. Pico said the staff report did not mention the impact of cut-through traffic. As a
member of the Tri-Valley Transportation Council he had looked at models for the Tri-Valley
area and felt the intersections talked about in the staff reports would be heavily impacted. He
said according to the traffic models, E1 Charro at 1-580 was predicted to be one of the most
heavily impacted interchanges. The model indicated that E1 Charro (which is Fallon Road on
the Dublin side) and Dublin Boulevard were estimated to be six lanes with a level of service F
and had no way to mitigate the impact.

Mr. van Gelder said staff had not studied the cut-through traffic. Only raw information
was available and there needed to be further studies.

Mr. Pico asked why Council is at the stage of project approval with critical information
on traffic missing.

Ms. Ayala said she had concerns about the traffic flow in the area. She said Chris Kinzel
was present tonight to share some information. However, because there were children present
to speak on the item, she asked the Mayor to take public testimony first.

Kaufman and Broad representatives agreed.

Mayor Tarver declared the public hearing open.

Devin Chapman, 5415 Ridgevale Road, said the proposed sports park would have
diamonds for pony baseball, lighted fields which would allow more time for practices, and better
parking. He said he felt the space should be used for a sports park and houses instead of
warehouses and factories.

Marsha Bechtold, 4908 Blackbird Way, spoke for the kids and the need for this project.
She said she had no financial interest in this project. She has fought for this project for years.
She said the expansion is at Pleasanton Middle School where only children under the age of eight
can play. The fields are small. She felt this was a wonderful opportunity to not only bring a
quality builder into the neighborhood but also a developer who wants to give to the City a sports
park. She said transportation is an issue that should be addressed in many projects, but should
not hold up this project. She said if this project is approved, the youths of Pleasanton will give
back ten fold. The children are the future of Pleasanton and the City has to give the children
somewhere to go that does not cost money. She urged Council to support the project.

Caitlin Petrakovitz, 7812 Olive Court, asked Council to support the development for
lighted fields.
