When the EIR comes back to Council the project would still be the same project but then would <br />have a new section addressing the cut-through traffic. <br /> <br /> Ms. Ayala asked for Ms. Dennis to provide a more clear insight on her position. <br /> <br /> Ms. Dennis said since cut-through traffic had not been addressed in the EIR, it was hard <br />to made a decision. It was also hard to make a decision without knowing the intended land uses <br />for the area around the project. She asked to continue this item and in two weeks have all the <br />questions answered. <br /> <br /> Ms. Michelotti asked staff what action had to be done to take the E1 Charro connection <br />to Stoneridge Drive out of the specific plan. <br /> <br /> Ms. Acosta said the General Plan would need to be amended. <br /> <br /> Ms. Dennis had several questions. What would be the optimum time for making the <br />connection? What if the connection was not made? What would be developed on the other <br />projects? She felt it would be nice for the local residents to get to Livermore without getting <br />on the freeway. She also said if the freeway was working properly, there was no need to worry <br />about cut-through traffic. How was the system going to work? <br /> <br /> Mayor Tarver said the discussion of not connecting the road was a completely different <br />issue. <br /> <br /> Ms. Ayala said she was not a traffic engineer, architect, or designer and she had to trust <br />that the information given to her by staff. She asked staff about the E1 Charro connection in <br />general and if it would affect cut-through traffic. <br /> <br /> Mr. van Geltier said in about two weeks he would have a report for Council that <br />responded generally to the cut-through traffic. There would be cut-through traffic on the street. <br />The question was whether this was a safety problem or a capacity problem. If the street were <br />designed to carry 22,000, as shown in the General Plan would it make a difference if it were <br />carrying 24,0007 He did not feel there would be a significant amount of cut-through traffic. <br /> <br /> Ms. Ayala asked staff if the 1-580/I-680 flyover improvements would take care of any <br />traffic problems. <br /> <br /> Mr. Swift said he felt the flyover would solve some of the traffic problems, but it would <br />not remove all the traffic congestion on 1-580. Unless there were additional widening, <br />acceleration lanes, or HOV lanes, the traffic will continue to back up on Santa Rita Road. What <br />was needed was a better picture of the current cut-through traffic. The same fears that were <br />being expressed about Stoneridge Drive are taking place on Santa Rita Road.
