If a street were designed to carry <br />arterial traffic, with sound walls, should not affect the yards that backed up to it. <br /> <br /> Ms. Ayala asked staff if it felt the traffic analysis that was done for this project worked? <br /> <br /> Mr. Swift said issues had been raised on cut-through traffic that needed to be addressed. <br />The work that Chris Kinzel started was good but was not complete. Staff had not had time to <br />review it. He said Councilmember Pico had raised questions that needed to be addressed. <br /> <br /> Mayor Tarver said he would like Council to look at the Tri-Valley model again because <br />the two reports seemed to be different. <br /> <br /> Mr. Swift said staff used the expected land use. Traffic from this land use was much <br />higher than the traffic from the current land use that was actually put in. <br /> <br /> Ms. Micheloff said that when the analysis was going on, she assumed that at the same <br />time staff was puffing in future traffic models and mitigation. She asked staff if it had been able <br />to do this? <br /> <br /> Mr. Swift said he felt the concerns of the Council was having an adequate interstate <br />system for the future. If the model showed level of service F and the only mitigation shown <br />were metering, then no one had examined the impact of ramp metering on how well the street <br />system worked in Pleasanton. <br /> <br /> Ms. Ayala commented that Caltrans was putting in the metering mechanisms. <br /> <br /> Mr. Swift said Caltrans had put in the physical attributes necessary to start metering. <br />Caltrans promised it would not turn those meters on until there was an agreement in place. <br />There needed to be a meeting set up with Caltrans to discuss the metering and what needed to <br />be done to start metering on 1-580 and 1-680. <br /> <br /> A substitute motion was made by Ms. Michelotti, seconded by Ms. Dennis to <br />continue the item for two weeks to these address questions. <br /> <br /> Ms. Ayala said she would like to see a Caltrans report on the metering mechanisms. <br /> <br /> Mr. Pico said he had concerns about continuing the item. This would allow more public <br />testimony to be heard on whether the EIR was adequate and he would like to take action on the <br />original motion and then have a secondary motion after that.
