traffic would be forced down Santa Rita and out Stoneridge Drive. The developer was <br />complying with the specific plan that was adopted in the 80' s. <br /> <br /> Ms. Dennis said she was having second thoughts on how thoroughly the cut-through <br />traffic was addressed. It was not addressed in the environmental report. It needed to be <br />addressed and shown that it was not an issue. Council had asked staff to look at this issue in <br />a general way. Also the impact of the regional traffic was not shown. <br /> <br /> Ms. Ayala asked about Chris Kinzel's reports and that Council should consider them. <br />He had said cut-through traffic would be about two percent. <br /> <br /> Ms. Dennis said she would like to see cut-through traffic as part of the environmental <br />document. She wanted to see all the information put before the community so it could comment <br />on it. <br /> <br /> Ms. Michelotfi said people were always getting off the freeway. There was no way to <br />stop this. People needed to be realistic. People have to realize that West Las Positas was not <br />rerouted through people's front yards. The City was talking about an arterial that went through <br />a business park and would be built with sound walls and buffers. She asked if the motion got <br />approved where would Council go from here. <br /> <br /> Mr. Swift said he felt Council was asking staff to revise the Environmental Impact Report <br />and for staff to look at the cut-through traffic issue. <br /> <br /> Mayor Tarver asked staff if the noise studies from the airport had been done? <br /> <br /> Ms. Acosta said the noise studies were going to be a joint effort with Livermore. <br />Livermore applied for federal grants to cover costs but were denied. The study has not been <br />done because the funding was not available. The study is on a list of things for the City to take <br />on separately, which will be a huge expense for the City. <br /> <br /> Ms. Ayala asked how long the environmental report had been out and did it go through <br />a process for the public and Council to ask questions? <br /> <br /> Mr. Swift the report had been out for about ten months. Council had received a copy <br />of the draft EIR for its comments. The issue of cut-through traffic did not come up. <br /> <br /> Ms. Ayala said this was embarrassing. Council should have worked with all interested <br />parties and asked questions before they became problems. <br /> <br /> Mr. Swift said the City was following the right procedure. The public hearing was for <br />the public to bring up potentially significant concerns.
