It was moved by Mr. Pico, seconded by Mayor Tarver not to certify the <br />supplemental EIR. <br /> <br /> Mr. Pico said he felt the EIR was insufficient. <br /> <br /> Ms. Ayala asked if he would list the items he felt were insufficient. <br /> <br /> Mr. Pico said there was no adequate traffic study that showed the cut-through traffic. <br /> <br /> Ms. Dennis asked if Stoneridge Drive going through to E1 Charro was essential to the <br />project? <br /> <br /> Mayor Tarver said he had trouble understanding the environmental document in regards <br />to what and how it would be done. Caltrans required interconnections and parallel routes for <br />significant diversions of traffic during problems on the freeway. There was a good rationale for <br />these. He had heard there would be ramp metering installed. The freeways are broken down <br />and there is no money to fix them. He was not sure he wanted the arterial paralleling the <br />freeway, because the system is not functioning properly. Both Danville and San Ramon had <br />corridors of extra lanes of freeway but they filled up. Communities were getting stuck with the <br />problem of regional and interstate traffic but no one wants to take care of it. Until this problem <br />was solved, he did not know what to do. The environmental document was not making any <br />Sense° <br /> <br /> Ms. Ayala said Stoneridge Drive was written in the General Plan connecting to E1 <br />Charro. The developer only did what the General Plan asked. The project itself did not require <br />the connection. <br /> <br /> Ms. Dennis said her concern was the timing issue. She felt a considerable amount of <br />things needed to happen before the parallel route would function properly. She saw no need for <br />anything until the flyover was built. The gravel truck issue would continue to be a problem. <br />There was no need to rush and build a parallel route if it was only in Pleasanton. <br /> <br /> Ms. Ayala said she thought the same thing, but why not have the developer build the <br />parallel route. <br /> <br /> Ms. Dennis said she expected the developer to provide for Pleasanton's fair share but not <br />to build the route. <br /> <br /> Ms. Michelotti said the problem was getting the funding to build the parallel route. The <br />project would be approved in today dollars but in the future it will cost the City a considerable <br />amount more. One of the pluses of the proposed project was that there was 13 million dollars <br />worth of improvements. The history of Pleasanton was to get development to pay its own way. <br />It was important to have an access from the freeway to get to the sports park.
