Ms. Michelotti asked if the $200,000 was divided over a three year period? <br /> <br /> Ms. Bengtson said the Commission would be addressing the $200,000 at the same time <br />it was reviewing the applications. It would be a recommendation from staff that it be a two year <br />period. The $45,000 would also be available for distribution. <br /> <br /> Mr. Pico said in the staff report for Item 6e there was allocated an additional $35,000 <br />for this fund. In anticipation that Council was going to adopt staffs recommendation there <br />might be an additional $35,000 to work with. <br /> <br /> Ms. Bengtson said the $35,000 was included in the $45,000. <br /> <br /> Dorene Paradiso, 3168 Paseo Granada, Chair of the Human Services Commission, said <br />there were several commissioners present to answer questions. In regards to the youth funding, <br />the projects that were not funded would be picked up for the Block Grant money. She said the <br />Commission had to set priorities and looked at the big picture. <br /> <br /> Bruce Fielder, representing Pleasanton Gardens, said he wanted to update Council as <br />to where the funds were used from last year. The funds had been spent very slowly but <br />efficiently. Currently, more insulation was being blown above the ceilings which would show <br />significant energy savings. He said it was vital to preserve affordable housing in Pleasanton. <br />He said there was a new senior housing unit opening this month on Stanley Boulevard and he <br />invited people to go and take a look. As nice as this housing is, the rents would be twice as <br />much as those at Pleasanton Gardens. For those organizations that use the Block Grant funding, <br />sometimes smaller is better. Smaller units can purchase materials and then have volunteers help <br />with the installation. He hoped that all the programs proposed to Council for Block Grant <br />money met with Council's approval. <br /> <br /> It was moved by Ms. Michelotti, and seconded by Ms. Dennis, to adopt Resolution <br />No. 97-29, approving the allocation of Federal and City funds relative to the Community <br />Development Block Grant (CDBG) Program for Fiscal Years 1997, 1998, and 1999 as set <br />forth in Table A of the staff report, directing staff to submit the annual Action Plan and <br />related documentation for FY 1997 to HUD by the applicable deadlines, and authorizing <br />the City Manager to enter into contracts with subgrantees for FY 1997 funding and to take <br />all other necessary actions to carry out the CDBG program for FY 1997. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarver. <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />City Council 04/01/97 <br />Minutes 9 <br /> <br /> <br />
