Item 6b
Neighborhood Traffic Calming Program - Initial Presentation of Proposed ConCeptS and
Plan for Development. (SR97: 107)

Randy Lure presented the staff report.

Pat Noyes presented slides intended to show a simple overview of traffic calming and
mitigating traffic impacts in residential neighborhoods. She said first the problem needed to be
determined and then use examples shown to achieve traffic calming. The pilot program would
identify a pilot neighborhood, then a committee would meet with the stakeholders to define
existing problems, collect data as necessary, then review options with the stakeholders and then
develop a plan for the pilot neighborhood and bring it back to City Council for consideration.

Ms. Ayala said the staff report mentioned two areas where stop signs were conditionally
installed. Did Ms. Noyes have this information available when driving around Pleasanton?

Ms. Noyes said she was aware of several locations that had temporary stop signs.

Ms. Ayala asked if she had a chance to visit Mohr Avenue and Nursery Drive and what
were her observations about the stop sign there7

Ms. Noyes said without additional information it would be hard to determine. She
noticed a number of multi-way stops throughout Pleasanton, but she did not understand the
function of them.

Ms. Dennis asked about crosswalks' crossing wide roadways and pedestrians not being
seen°

Ms. Noyes said the focus of this presentation was on residential streets.

Ms. Ayala asked if Council would be able to give direction for certain streets to be
looked at?

Ms. Noyes said yes.

Ms. Michelotti asked if the pilot program would include the neighborhood.

Mr. van Gelder said staff wanted the neighbors' comments. The difficulty was where
to start. Staff could bring back options for the pilot program, in order of magnitude and cost.
The process of working with the citizens was much more important than the end product. Staff
wanted to bring forward a program that was heavy on the process, with community involvement.

City Council 04/01/97
Minutes 10
