Ms. Acosta said any scenario would be presented at the next Council meeting.

Mayor Tarver said it was not his intention to take away the opportunity from the
developers.

Ms. Michellotti commented that at the last Council meeting the Mayor indicated that the
Growth Management Committee would not be involved initially in the meetings with the
development community.

Mayor Tarver said it would be on the April 15 agenda.

6, PUBLIC HEARINGS AND OTHER MATI'ER$

Item 6a
Review of Proposed Housing and Community Development CHCD) Pro_ieets to be Funded
with Federal Community Development Block Grant (CDBG) Funds for Fiscal Years 1997.
1998, and 1999. (SR97:99)

Steven Bocian presented the staff report.

Mr. Pico asked staff to address the projects not recommended for approval, mainly the
operating type projects.

Mr. Bocian said in addition to the Block Grant Program, the City Council had set up a
program allowing local service agencies to make requests for funding of services. As a result,
considering the limitations on the block grant funding, the agencies that did not receive a
recommendation for the block grant fund would be able to jointly apply for the City's program.
That process was currently underway. The City's expectations was that the projects which were
on the public service side would in fact get approved through the City' s program.

Mr. Pico asked what the deadline was for those applications?

Mr. Bocian said the deadline had past.

Ms. Michelotti asked for the dollar amount?

Ms. Bengtson commented the amount of funds available included a $45,000 balance from
the youth funds set aside by Council two years ago. In June of last year Council set aside
$200,000 that was to be used as recommended by the Human Services Commission for various
projects. The Human Services Commission would be looking at all the applications. Many of
the agencies applied. The decision would be heard at the Human Services Commission meeting
on April 2, 1997.

City Council 04/01/97
Minutes 8
