present to Council what went on at the Planning Commission meetings. She felt no need for a <br />special study. She suggested to include in the water bill a question to the residents asldng if the <br />number of housing units should be limited. Once the response came in, then create a citizen's <br />committee. <br /> <br /> Carole Varela, 3858 Mohr Avenue, asked why a General Plan committee member would <br />be voting on the growth management issues? She felt the City should adopt a policy not <br />allowing committee members to vote on items where there is a conflict of interest. She agreed <br />there was too much development being approved and the infrastructure needs to catch up to the <br />existing development. <br /> <br /> Christine Bourg, 4512 Second Street, as Chair of the Steering Committee, said she was <br />concerned about the rate of growth. She urged Council to set up a citizens' committee. <br /> <br /> Mayor Tarver said he appreciated support from the community on the growth issue. He <br />said there needed to be a study done to determine the capacity for growth. The City had lost <br />fifty staff people over the last four years and there was a limit on how much the City could serve <br />with the existing staff. There was so much the City could do with the money collected, with <br />traffic congestion, schools and infrastructure. It was hard for the City to know what would <br />impact future development when spread out over ten to twenty years. <br /> <br /> Ms. Dennis asked whether the request for having a study be taken up under "Matters <br />Initiated?" <br /> <br /> Mayor Tarver said it was not necessary. <br /> <br /> Ms. Michelotti said that was not an option at the last Council meeting. She felt that the <br />matter needed to be put on a future agenda. <br /> <br /> Ms. Acosta said Council could reconsider the action the Mayor put in front of them if <br />someone wanted to reconsider or it could be put on the April 15 agenda. She said the thirty day <br />status report from the business community was already on the April 15 agenda. If Council <br />wanted it to take a particular form, it would need to let staff know. <br /> <br /> Ms. Dennis asked how it should let staff know. <br /> <br /> Ms. Acosta said Council could include the suggestion that the audience had brought forth <br />regarding the formation of a citizen's committed. There then would be four options in front of <br />Council: 1) allow the business community to continue; 2) take the citizen committee approach, <br />3) hire an attorney to help with the study; or 4) form a committee between Council and the <br />development community. <br /> <br /> Ms. Dennis asked again if this should be brought up under "Matters Initiated?" <br /> <br />City Council 04/01/97 <br />Minutes 7 <br /> <br /> <br />
