Ms. Michelotti said that she and Ms. Ayala were on the school liaison committee which
the committee had addressed some of the issues raised by the speaker. The School Board is an
entity unto itself and makes decisions independently. She said if the speaker had a concern
about the boundary it needed to be taken directly to the School Board.

Mayor Tarvet said the School Board was responsible and had the authority to site and
design schools and address boundary changes. He agreed the process needed to be improved
and more time needed to be spent in making boundary change. He would like to see the School
Board and City Council work together.

Ms. Ayala said the School Board President was in the audience. She hoped to always
see School Board members in the audience. As a liaison between the City and the School
Board, she planned to attend many, if not all, the School Board meetings.

Christopher Schlies, 3972 Fernwood Way, said council should put a stop to growth.
Developers were prepared to provide any amenity to get their projects approved. He felt the
quality of life in Pleasant was being jeopardized because growth was occurring too fast.

Stan Erickson, 3684 Chillingham Court, asked Council to reconsider the decision made
at the March 18 Council meeting regarding growth management. He would like to see a citizens
committee created to address the question on growth management. The General Plan Steering
Committee intended a growth rate limitation. The point was to put together a committee that
was going to set standards for the quality of life. He said Pleasanton has a fine quality of life
and the citizens do not want to lose this. He was asking Council to call for a formation of a
citizens committee that would counterbalance the developers' committee. Let the committee be
allowed to put together standards for quality of life and ways to achieve these standards. He felt
this could be accomplished in six months. He asked Council to put on the next agenda the
question of establishing a citizens committee to set quality of life standards.

Debra Barker, 5018 Blackbird Way, representing the Planning Commission, asked
Council if it had seen the resolution from the Planning Commission regarding growth
management.

Ms. Acosta said that Council had seen the resolution. Staff sent the resolution out to
Council two ways. A copy of the resolution was sent to Council directly and a copy was also
in the Planning Commission actions.

Ms. Barker said it was never brought up by staff that Council had seen this resolution.
The Planning Commission has requested Council to address growth management. The feeling
from the residents was that Pleasanton was growing too fast. She said the Planning
Commission, at its March 26 meeting, had already approved 750 units. This did not include the
San Francisco project. She wanted Council to address the issue and stick to the 350-750 a year.
She said Council needed to lay out goals. The Planning Commission also felt staff should

City Council 04/01/97
Minutes 6
