r. Actions of the Zoning Administrator and Planning Commission. (IR97:18)
No action was required or taken on this item.

s. Approve the application to close streets in the Hacienda Business Park for the
Chevys "Fresh Mex Run" five and ten kilometer run on May 31, 1997.
(SR97: 108)

The roll call vote was as follows:
AYES: Councilmember Ayala, Michelotti, Dennis, Pico and Mayor Tarver
NOES: Councilmember Pico and Mayor Tarver on Item 4n, and Pico on Item 4m
ABSENT: None
ABSTAIN: None

5. MEETING OPEN TO THE PUBLIC

John Innes, 1586 Foothill Road, asked for clarification concerning what he has read in
the newspaper. It is his understanding that the latest wish of the Council was to have the
developers meet for 30 days to determine growth management. He had a major concern about
growth management. He feels that staff and Council should be involved in these discussions and
not let the developers come up with a plan.

Steve Myers, 1716 Baywood Court, said he was dissatisfied with the recent School Board
decision on the boundary realignment. He felt the School Board was jeopardizing the safety of
the children in the neighborhood. He was also unhappy that the School Board only notified
parents of enrolled students. He felt the School Board should be allowed to use the Council
Chambers, so all the meetings could be televised and the public would be notified. He thought
the Council and the School Board should work together on siting of schools and boundaries.

Ms. Ayala asked Ms. Acosta to address the crossing guard issue.

Ms. Acosta said that there was no current plan to eliminate crossing guards. The City
funds the program entirely. During the budget some years ago process many city programs
were looked at as to whether they could be eliminated or cut back. This program was
mentioned. It has not been eliminated or cut back. Every spring, in anticipation of the next
school year, the program is analyzed. The City realizes that Mohr School will be opening and
there may be a need for a crossing guard at that location. The City also has a request for a
guard at Santa Rita and Black Avenue.

Ms. Dennis commented that later in the agenda traffic calming issues would be discussed
and that might relate to schools. She said Council did not have any control over what the School
District did concerning boundary realignments.

City Council 04/01/97
Minutes 5
