As to date, it was the best location. <br /> <br /> Ms. Michelotti asked if the alignment of the proposed road to serve Parcel 4 was <br /> determined? <br /> <br /> Mr. Lum said no. <br /> <br /> Mayor Tarver asked if the owner of Parcel 2 submitted a development plan for the <br />-- parcel, would the roadway have to be put in? <br /> <br /> Mr. Lure said yes. Staff would require the owner of Parcel 2 to build half of the <br /> roadway. <br /> <br /> The Mayor opened the matter for public input. <br /> <br /> Brian McGuire, 233 Del Valle Court, thanked staff for the time involved in this process. <br /> He stated he did not know of any other piece of property that had been annexed, rezoned, and <br /> had to wait four to five years before development. He felt it was unfair to make him wait <br /> because of the problems in other parts of the Vineyard Corridor, which is why he wanted two <br /> separate specific plans. He suggested Council appoint a subcommittee of Ms. Dennis and Ms. <br /> Ayala to oversee this process. <br /> <br /> Mr. McGuire disagreed with various portions of the staff report. He contended that he <br /> was the only property owner to make a security deposit. He also objected to the contents of the <br /> Deferred Street Improvement Agreement. He did not believe that any property owner had any <br /> interest in the access road or any rights to the money he had put on deposit.
