Ms. Michelotti asked for clarification about the neighborhoods that were picked for the pilot program and had there been opportunities for other areas to apply? Mayor Tarver said to start with these two areas to develop guidelines and then other areas could apply for the pilot program. Mr. Pico said there was nothing to preclude an additional neighborhood if it would like to be considered for the pilot program. Ms. Acosta said to let the process take place and see what interest was expressed. Unless the city establishes guidelines it would always be in a reactive mode. There would never be enough money in the City's budget to do individual neighborhoods. The City needed to cream partnerships for funding resources. Mayor Tarver asked if there was anything preventing the lots from being developed? Mr. Roush said no. Recorded lots of record, under the Councils' adopted policy pending the specific plan, would allow development of single family residences. Ms. Dennis asked if the McGuires and Smiths would be able to have their security deposit back at the point the specific plan was approved? Mr. Lum said they could only have it back if the other parcel owners agreed to release the City from any responsibility to construct the roadway. Specifically, the owners of Parcels 2 and 3.
