Ms. Michelotti asked for clarification about the neighborhoods that were picked for the <br />pilot program and had there been opportunities for other areas to apply? <br /> <br /> Mayor Tarver said to start with these two areas to develop guidelines and then other <br />areas could apply for the pilot program. <br /> <br /> Mr. Pico said there was nothing to preclude an additional neighborhood if it would like <br />to be considered for the pilot program. <br /> <br /> Ms. Acosta said to let the process take place and see what interest was expressed. Unless <br />the city establishes guidelines it would always be in a reactive mode. There would never be <br />enough money in the City's budget to do individual neighborhoods. (SR97:111) <br /> <br /> Randy Lum presented the staff report. <br /> <br /> Mayor Tarver asked if there was anything preventing the lots from being developed? <br /> <br /> Mr. Roush said no. Recorded lots of record, under the Councils' adopted policy pending <br />the specific plan, would allow development of single family residences. <br /> <br /> Ms. Dennis asked if the McGuires and Smiths would be able to have their security <br />deposit back at the point the specific plan was approved? <br /> <br /> Mr. Lum said they could only have it back if the other parcel owners agreed to release <br />the City from any responsibility to construct the roadway. Specifically, the owners of Parcels <br />2 and 3.
