Ms. Ayala asked Mr. McGuire if he put the cash up with the County so he would not <br />be landlocked. If the money were returned, would he not have the same fear of being <br />landlocked? <br /> <br /> Mr. McGuire said there was an easement in place, but he was the only one affected. <br /> <br /> Mary Roberts, 1666 Vineyard, said that Mr. McGuires' property should not be part of <br />the Vineyard Corridor. But, politically, the property was somehow attached to the Vineyard <br />Corridor. She agreed with the staff report that at this time it should not be separated. On <br />March 4, Council voted for Signature Properties to straighten the S-curve which forced the <br />specific plan into being completed within a two year time frame. She said she did not agree <br />with that action. To take this piece of property out at this time and say it would not be part of <br />the specific plan would cause all kinds of problems. It needs to go forward as one plan. She <br />hoped that staff would realize the areas were entirely different ecologically. She was very <br />concerned about holding the cash. She also wanted to address the growth management issue. <br />She was horrified when Debra Barker said the Planning Commission had already approved 750 <br />units this year. Something needed to be done about development. The citizens were not happy <br />with the developers' making decisions. She said Stan Erickson had some good suggestions. She <br />hoped Council would consider establishing a citizens, committee. <br /> <br /> There was no further public input. <br /> <br /> It was moved by Mayor Tarver, and seconded by Mr. Pico, to direct staff to to <br />proceed with the preparation of a single specific plan for the Vineyard Corridor at this <br />time; but return the item to the Council if unforeseen time delays should arise which might <br />justify splitting the plan into two parts for expediency purposes. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarvet. <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> It was moved by Mayor Tarvet, and seconded by Mr. Pieo, to release the security <br />deposit for construction of street improvements to Mr. McGuire subject to a mutually <br />agreed upon deed restriction in place to provide for road improvements. <br /> <br /> Ms. Dennis asked if staff would be able to prepare an appropriate deed restriction to <br />protect the City. <br /> <br /> Ms. Acosta said rather than approve this tonight, why not have staff work something up <br />that is agreeable by all. <br /> <br />City Council 04/01/97 <br />Minutes 17 <br /> <br /> <br />
