Mayor Tarver said he wanted a proactive approach to implementing the program. It was <br />a good presentation and a sound approach. Work with the communities to implement the <br />program. <br /> <br /> Ms. Ayala quoted from the staff report, "The rush to judgment in defining the problem <br />is often the main source of failure of traffic calming efforts." <br /> <br /> It was moved by Ms. Ayala, seconded by Ms. Michelotti to direct staff to bring back <br />a more detailed program and policy options and to provide guidance on overall funding <br />levels, on neighborhood partnerships and options for demonstration programs. <br /> <br /> Ms. Michelotti said she was not prepared tonight to pick two neighborhoods, when there <br />was a large need out there. Kolln Street also has a tremendous problem. She wanted to give <br />everyone an opportunity to pitch for an area it might want for the pilot program. She said <br />people would assume the funding for the pilot program would be by the City. Council needed <br />to see other ideas on funding. <br /> <br /> Ms. Dennis asked staff if it notified those who complained before. <br /> <br /> Mr. van Gelder said a select group was notified. <br /> <br /> Ms. Dennis said she was concerned about the Mohr/Kamp residents. When the <br />temporary stop sign was put in, the neighborhood was told it would be considered for a traffic <br />calming pilot program. Ms. Dennis wanted a friendly amendment to the motion to identify <br />Mohr Avenue/Kamp and Kolln Street as areas to be included first in the pilot program. <br /> <br /> Ms. Ayala commented for the people watching the meeting on television, who had no <br />indication the City was studying traffic calming devices, to contact the Traffic Engineer for <br />consideration. <br /> <br /> Mayor Tarver said the pilot program had been discussed for years. It was determined <br />to have a pilot program and to get the community involved in the process. <br /> <br /> Mr. Hco made a substitute motion, Mayor Tarver seconded, to direct staff to <br />proceed with a neighborhood traffic calming program according to the proposed plan, <br />Exhibit A, and that two neighborhoods, the Mohr/Kamp/Rheem area and lower East <br />Angela area, would be the pilot programs. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Pico, and Mayor Tarver. <br />NOES: Councilmembers Ayala and Michelotti <br />ABSENT: None <br />ABSTAIN: None <br /> <br />City Council 04/01/97 <br />Minutes 14 <br /> <br /> <br />
