Mayor Tarver said the City seemed to always be in a reactive mode rather than a <br />proactive mode. <br /> <br /> Mr. van Geltier said the City was often in a reactire mode. Staff anticipates being <br />successful with this program will generate additional demand. The spot problems are easy to <br />address. The neighborhoods with cut through traffic are harder to address. Whenever a city <br />takes cut through traffic out of one neighborhood, it ends up in another neighborhood. This <br />makes one group happy and the other group unhappy. The City does not want to do this. <br /> <br /> Ms. Michelloft asked if the next step would be for staff to put before Council three areas <br />so Council would then choose one, or would the Council choose to do two different areas at the <br />same time? <br /> <br /> Mr. van Gelder said staff was looking for input from Council. He agreed that East <br />Angela was a good area to start with. He said there has been offers by the development <br />community to help with the program. Growth management would have to be looked at though. <br />He couldn't see a developer implementing the program the project would not be developed for <br />years. The traffic department has put funds in the next two years CIP budget for traffic calming <br />devices. <br /> <br /> Ms. Dennis asked if a neighborhood were interested in being considered, should the <br />neighbors call the traffic department? <br /> <br /> Mr. van Gelder said yes. <br /> <br /> Ms. Ayala asked staff to bring back to Council a list of neighborhoods that warrant the <br />pilot program, overall funding levels, neighborhood partnerships and options for a demonstration <br />program. Then Council would be able to make a more educated decision. <br /> <br /> Mr. van Gelder agreed. <br /> <br /> Mr. Pico said there was money in the operating budget to proceed. He felt that there <br />was no need for further studies. Council told staff it wanted a traffic calming study done, <br />particularly for the Mohr, Rheem, and Kamp area and this had been done. Those areas have <br />interim stop signs now and would be ideal for this program. He would like to proceed with the <br />program. He felt Council should be directing staff to look at lower East Angela area and Mohr, <br />Kamp, and Rheem. <br /> <br /> Ms. Ayala asked if staff was looking for Council to pick areas tonight? <br /> <br /> Mr. van Geltier said staff would take any direction Council found appropriate. There <br />needed to be a program that could be leamed from by doing.
