Ms. Dennis said she had seen the speed monitoring trailer around town and it appeared <br />to her that more people were driving the speed limit. Did Ms. Noyes feel this trailer had an <br />effect on motorists? <br /> <br /> Ms. Noyes commented the trailer makes motorists more aware of the speed limit. She <br />did not have any data on this particular device and if it actually slowed traffic. <br /> <br /> Mr. van Geltier said the machine is excellent. Along with traffic equipment it helps to <br />collect data that staff could use for comparative studies. It had a positive effect on motorists. <br /> <br /> Ms. Michelotti said by having the trailer at different locations, the element of surprise <br />helped to slow motorists. <br /> <br /> Mayor Tarver asked if Ms. Noyes would like a receptive neighborhood or a divided <br />neighborhood. <br /> <br /> Ms. Noyes said any neighborhood. She often found though, the more controversial a <br />neighborhood was, the better the outcome. <br /> <br /> Ms. Michelotti asked which neighborhoods would be considered for the pilot program? <br /> Mayor Tarver said Council would listen to public testimony first. <br /> <br /> Mr. van Gelder mentioned there was local experience available. <br /> <br /> Ms. Ayala said the report mentioned cost sharing. This makes sense; it would make the <br />neighborhoods think about what was being implemented when they had a stake in it. <br /> <br /> Ms. Noyes said when she worked with the City of Boulder the program was done on a <br />50/50 basis. It helped to address equity issues. When the neighborhoods were participating in <br />the purchase of the calming devices, the costs were looked at very carefully. <br /> <br /> Virginia and Michael Vickers, 500 East Angela, said they were very excited about the <br />traffic calming program. They would like to offer East Angela as one of the first areas in the <br />pilot program. The street has a steep downhill and goes from very wide to a somewhat <br />narrower roadway. There are no sidewalks. The street has many small children playing in the <br />roadway. <br /> <br /> Jack Hovingh, 4250 Muirwood Drive, would like Council to proceed with this program. <br />A big deterrent to speeding was police enforcement in the neighborhood, as it slows traffic down <br />and protects the neighborhood. Photo radar would help to cut down on the police enforcement <br />and would make motorists aware of their driving.
