Early Learning InstitUte <br />Reo_uest for a Planned Unit Development Rezoning from the PUD (Hanned Unit <br />Development) MDR (Medium DenSity Residential) to the PUD (Planned Unit Development) <br />P/I (Public/Institutional) District and development plan approval to allow the construction <br />and operation of a private elementary_ and middle school for up to 400 ¢hilClren, conSisting <br />of three bulldin_as -- 11.064 sO.ft.. ~.692 s~_.ft.. and 16.800 s~_.ft. in size. on a 3.S1 acre site <br />located on the northerly side of Stoneridge Drive between Stone Pointe Wsy 8n~i the Zone <br />7 pump station site. The present zonin_~ for the sub_iect property is PUD (Plannell Unit <br />Development) - MDR and P/I (Medium Density Residential and P~blic/ln~itutional) <br />District. <br /> <br />Also conSider the Negative Declaration prepared for thiS project. (SR 97:80) <br /> Brian Swift presented the staff report. <br /> <br /> Ms. Ayala asked if a problem would be created by cars making a U-turn when Stoneridge <br />Drive is completed? <br /> <br /> Mr. Swift said it would add an extra phase to the street light. He felt the level of service <br />would go from a B to a B-. The only significant impact would be if the traffic volumes increase <br />beyond what the General Plan anticipates. The General Plan provides that Stoneridge Drive can <br />be expanded to six lanes. With six lanes of traffic the deceleration lane becomes a more <br />significant issue. If there is not adequate parking at the facility, cars may use the deceleration <br />lane as a drop off point. <br /> <br /> Ms. Dennis asked when the street is extended and a traffic light is installed at Guzman, <br />wouldn't this create a traffic delay allowing cars to make a left hand turn. <br /> <br /> Mr. Swift said the same thing happens at Stone Pointe Way. Stone Pointe Way has a <br />longer stacking lane. The left hand turn lane would not be able to be signalized. <br /> <br /> Ms. Michelotti asked staff if the problem was the stacking lane, rather than the left hand <br />turn lane into the school. <br /> <br /> Mr. Swift commented the significant problem is during the morning peak hour; the ability <br />to make a safe left hand turn is better at the traffic light at Guzman. <br /> <br /> Mayor Tarver asked the audience for their cooperation in getting through this difficult, <br />emotional item.
