speed to pick her child up. A benefit ELI offers is that children are taught respect. Fifth and
sixth graders are not going to wander the neighborhood tearing things down while waiting to be
picked up. Rules are taught and enforced to these children. ELI would be a good neighbor.

Pat Dickens, 7653 Hillsdale Court, has three children going to ELI. This is a good
project for this site. She wants her children to live and go to school in Pleasanton. Parents will
spend their time and money where their children go to school.

Meg Houghton, 3056 Spriggs Court, said that maybe the proponents are fighting a losing
battle. She said that an ideal site for this magnificent school that would welcome it with open
arms is in the Hacienda Business Park. She asked why property in the Business Park is three
times more expensive than the neighborhood being looked at. If this school were in the Business
Park, it could accommodate families with siblings who were having to go to two different sites
in two different parts of town. The school does not belong in a neighborhood with so much
hostility.

In rebuttal, Mr. Bernstein said as a private organization the school is a major contributor
to the well-being of the neighborhood. He sent letters out to the community inviting them to
visit the facility. The crosswalks are designed with safety in mind. The school is a
neighborhood benefit and will be viewed as such. The project is in two phases: one hundred
children in the first phase and up to two hundred in the second phase. ELI will need to present
a plan before the Planning Commission and Council before the second phase can be
implemented. Mr. Bernstein suggested approving the project as designed, but writing in a
condition that would add a second Stoneridge Drive access before the second phase is built if
the traffic studies indicate it is needed.

Ms. Michelotti asked Mr. Bernstein to be more specific as to what would be put off until
the second phase; the development to the light at Guzman; and his opinion of right in, right out
entrances.

Mr. Bernstein commented that they want the best solution. Any one of the three
proposals are acceptable them.

Ms. Ayala asked if the gables would be put back in?

Mr. Bernstein said yes.

Ms. Michelotti preferred that the entrance and exit be on Stoneridge Drive.

Mayor Tarver commented that Mr. Bernstein has worked extremely hard with the
neighborhood. This is a tough decision. There is no doubt there is a need. Children need
education. The statistics show that 60% of the community served by ELI are Pleasanton
residents; 90% if you include the surrounding areas.
