Bill Howell, 6651 Alisal Street, thanked staff and Council for the process and allowing the community's participation. He asked if staff would consider a temporary bypass road suitable for construction traffic. Alisal Street could be used for one to two years, but then he would like to see another temporary road for construction traffic. Roger Manning, 4725 First Street, concurs with staff. His concern is with the costs being determined as the area is developed. His suggestion is to have meetings with A1 Spotorno in regards to the timing. An additional nine holes added to the golf course would not be feasible. Nick Chapman, 255 Happy Valley, asked that the phrasing on the annexation be revised to read "different areas would be eligible for annexation." Ms. Michelotti asked for clarification on the Illustrative schedule. Mr. Rasmussen commented that when the staff report was prepared, staff was not sure what type of priority the specific plan would receive in relation to other projects and therefore used the word illustrative. If nothing major happens, staff should be able to process the annexation by April 1998. Ms. Michelotti asked how long the process would take? Mr. Rasmussen said the process takes about one year. Mr. Pico asked for clarification on the annexation issues. Mr. Rasmussen said staff included all of the Happy Valley area within the proposed annexation boundaries that had land located within the Urban Growth Boundary. Land beyond this boundary was not included. When the statement was originally prepared, staff was not sure whether everyone wanted to be included or not. If there are property owners with major concerns as to whether they want to be included or not, there would be flexibility on annexation. Mayor Tarver said that he understood property owners' feelings as to whether or not the timing was right to be annexed. He was not clear about the property owners' feelings about the area outside the Urban Growth Boundary. The City has the same zoning as the County. The City is trying to make it compatible, but he realizes the property owners have the right to make their own decision about being annexed. Ms. Dennis asked if a partial road could be built and its timing? Mr. Rasmussen commented that a partial road could be built and as part of the EIR process different alternatives would be discussed.
