Bill Howell, 6651 Alisal Street, thanked staff and Council for the process and allowing <br /> the community's participation. He asked if staff would consider a temporary bypass road <br /> suitable for construction traffic. Alisal Street could be used for one to two years, but then he <br /> would like to see another temporary road for construction traffic. <br /> <br /> Roger Manning, 4725 First Street, concurs with staff. His concern is with the costs <br /> being determined as the area is developed. His suggestion is to have meetings with A1 Spotorno <br /> in regards to the timing. An additional nine holes added to the golf course would not be <br /> feasible. <br /> <br /> Nick Chapman, 255 Happy Valley, asked that the phrasing on the annexation be revised <br /> to read "different areas would be eligible for annexation." <br /> <br /> Ms. Michelotti asked for clarification on the Illustrative schedule. <br /> <br /> Mr. Rasmussen commented that when the staff report was prepared, staff was not sure <br /> what type of priority the specific plan would receive in relation to other projects and therefore <br /> used the word illustrative. If nothing major happens, staff should be able to process the <br /> annexation by April 1998. <br /> <br /> Ms. Michelotti asked how long the process would take? <br /> <br /> Mr. Rasmussen said the process takes about one year. <br /> <br /> Mr. Pico asked for clarification on the annexation issues. <br /> <br /> Mr. Rasmussen said staff included all of the Happy Valley area within the proposed <br /> annexation boundaries that had land located within the Urban Growth Boundary. Land beyond <br /> this boundary was not included. When the statement was originally prepared, staff was not sure <br /> whether everyone wanted to be included or not. If there are property owners with major <br /> concerns as to whether they want to be included or not, there would be flexibility on annexation. <br /> <br /> Mayor Tarver said that he understood property owners' feelings as to whether or not the <br /> timing was right to be annexed. He was not clear about the property owners' feelings about the <br /> area outside the Urban Growth Boundary. The City has the same zoning as the County. The <br /> City is trying to make it compatible, but he realizes the property owners have the right to make <br /> their own decision about being annexed. <br /> <br /> Ms. Dennis asked if a partial road could be built and its timing? <br /> <br /> Mr. Rasmussen commented that a partial road could be built and as part of the EIR <br /> process different alternatives would be discussed.
