The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarver. <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6c <br />Council Direction Regarding the Happ_v Valle_v Refined Concept Plan (SR97:67) <br /> <br /> Wayne Rasmussen presented the staff report. <br /> <br /> Mayor Tarver asked what the cost for the specific plan would be? <br /> <br /> Mr. Rasmussen said that it is not part of the plan, but that is a common way to fund a <br />specific plan. <br /> <br /> Linda Tinkman, 6409 Alisal Street, continued to support the basic plan that has been <br />developed, except for the construction traffic. She recommends that every effort be expended <br />to do the cutting and graveling of the new road at the same time. This would still allow <br />significant time for the completion of both in a timely manner. By using the haul away material <br />for the golf course site it might be possible to reduce the road costs by $450,000. She is <br />concerned that Council has been given inflated costs for the new road. This will drive up other <br />costs involved with the project. She believes the cost of the new road is one million versus the <br />two million suggested by staff. The unnecessary cost of hauling away is significant and can be <br />used at the site if done at the same time. City standards show the road twice as wide as <br />Alternate C, which represents forty-percent of the cost. She believes a specific plan could be <br />achieved within the time line indicated by Mr. Rasmussen. She looks forward to the completion <br />of the project. <br /> <br /> Phyllis Cooper, 6525 Alisal Street, had two concerns about the road. She understood <br />the bypass road to be a "when" issue. She since has learned the road might be an "if' issue. <br />Her understanding is the road would only go in if all the developing parties agreed to it. If the <br />bypass road is constructed, she agreed that all construction traffic should use this road. She <br />asked why the road could not be built first and then use funding from residential development <br />to build the golf course. <br /> <br /> Peter MacDonald, 400 Main Street, Suite 210, representing the Spotornos was glad to <br />hear the road would only cost one million dollars and hoped this to be the case. He said he <br />would like discussion on the bypass road before the specific plan is adopted. He said he was <br />concerned about the 27 hole golf course being shown on the specific plan without some <br />guarantee that it would be developed. <br /> <br /> 8 3/04/97 <br /> <br /> <br />
