Ms. Michelotfi asked for clarification from staff as to what it was they were asking <br />Council for in regards to a time schedule. <br /> <br /> Mr. Rasmussen said staff was simply letting Council know how long the process would <br />take. <br /> <br /> Ms. Ayala asked for comments on Mr. Spotorno's concerns and about the road in the <br />specific plan and golf course. <br /> <br /> Mr. Rasmussen said that staff would keep Mr. Spotorno informed. <br /> <br /> Mayor Tarver believed staff would work with Mr. Spotorno. <br /> <br /> Ms. Michelotti asked staff to address the temporary bypass road and if it were feasible. <br /> <br /> Mr. Rasmussen commented many issues needed to be worked out and staff will be <br />working with the Spotornos. <br /> <br /> Ms. Ayala asked if Council approved the Refined Concept Plan, would all the issues <br />brought up at tonight's meeting be addressed? <br /> <br /> Mr. Rasmussen said absolutely and that a number of things brought up were part of the <br />next phase. <br /> <br /> Mayor Tarver said that in the process he would like to see temporary roads so there <br />would be less impact. He said he did not want an interim solution that ultimately would have <br />problems. <br /> <br /> It was moved by Mr. Plco, seconded by Ms. Dennis, to adopt Resolution 9%15 to <br />accept the Refined Concept Han with the following amendments: 1) to provide a <br />mechanism to allocate costs of the specific plan to those who benefit from the development, <br />2) to intend to make a bypass road a priority and direct staff to be innovative in diverting <br />construction traffic from the Happy Valley loop, and 3) that all the Happy Valley area <br />highlighted on the Refined Concept Plan map be eligible to be annexed, rather than say it <br />will be annexed. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarver. <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> 10 3/04/97 <br /> <br /> <br />
